Adriana Mutu Contributes to European Dialogue on Regulating Digital Content Creators

MEDEA is pleased to highlight the active involvement of its founders in a series of high-level discussions held within the Twinning Project supporting the National Council of Ukraine on Television and Radio Broadcasting.

On 26 March 2026, the Twinning Project UA 23 NDICI TE 01 24 held a meeting dedicated to the discussion and improvement of the Guidelines on Vloggers. The event represents a significant step in strengthening Ukraine’s regulatory approach to audiovisual content and digital media in line with European standards.

MEDEA Expertise at the Core of Policy Development

Adriana Mutu delivered a comprehensive presentation that played a central role in shaping the draft Guidelines on Vloggers, a key policy document under development within the project. The guidelines aim to support Ukrainian authorities in addressing emerging challenges linked to influencer activity, while ensuring legal clarity and encouraging responsible content creation.

During the discussions, participants emphasized that influencers and opinion leaders increasingly shape public discourse while often operating outside traditional regulatory frameworks. Adriana Mutu underlined the importance of striking a balance between safeguarding consumer rights – particularly those of minors – and preserving freedom of expression.

Comparative insights from across Europe enriched the dialogue. For example, AGCOM has already introduced a Code of Conduct for influencers, including transparency obligations and advertising rules, while Greece has opted for a voluntary registration model for major content creators.

Strengthening European Cooperation

The draft Guidelines on Vloggers are expected to advance towards formal adoption in 2026, marking a significant step in aligning Ukraine’s audiovisual and digital media regulation with European standards. The next milestone will take place during the study visit hosted by AGCOM in Rome on 15–17 April 2026.

Through its contribution to this process, MEDEA continues to support evidence-based policymaking and to promote transparent, accountable, and innovative media ecosystems at European level.
