Rome, 15–17 April 2026
A high-level study visit took place in Rome within the framework of the EU Twinning Project with the National Council on Television and Radio Broadcasting of Ukraine, bringing together European media regulators from Italy, Ukraine, Germany, France, and Greece, alongside the mandated implementing body supporting project coordination. The visit was hosted by the Italian communications regulator AGCOM and gathered representatives from the full Twinning consortium, including NCTRB-UA, Die Medienanstalten, ARCOM, and NCRTV, as well as the mandated project support organisation CECL.
Adriana Mutu also participated in the study visit, contributing in her capacity as author of the “Guidelines for Vloggers,” a key regulatory document formally adopted in April 2026.
Objective of the study visit
The study visit aimed to strengthen institutional cooperation among European media regulators and support the alignment of Ukraine’s audiovisual and digital media framework with EU standards. It formed part of a broader capacity-building effort under the Twinning Project, focused on regulatory modernisation, knowledge exchange, and the adoption of best practices in digital media governance.
Discussions and working sessions addressed key regulatory priorities, including:
- regulation of digital content creators (vloggers),
- protection of minors online,
- transparency of online platforms,
- electoral integrity and countering disinformation,
- strengthening cross-border cooperation between regulators.
Adoption of the “Guidelines for Vloggers”
A central outcome of the meeting was the formal adoption of the “Guidelines for the regulation of vloggers in Ukraine,” developed under the Twinning framework.
The Guidelines, authored by Adriana Mutu, establish a foundational regulatory approach for digital content creators, a category that had previously remained largely unregulated in Ukraine. The document is designed to serve as a legal and policy basis for future regulation, ensuring greater transparency, accountability, and alignment with European regulatory standards.

Strategic importance for EU–Ukraine cooperation
The adoption of the Guidelines represents one of the key milestones of the Twinning Project, which is implemented with the participation of senior representatives including:

As stated by AGCOM President Giacomo Lasorella, strengthening cooperation among European media regulators is essential to address shared digital challenges and to support Ukraine’s path towards harmonisation with European standards and future EU accession.
The Rome study visit represents an important step in strengthening European cooperation in media regulation and confirms the role of the “Guidelines for Vloggers” as a key reference document for the future regulation of digital content creators in Ukraine. Their formal adoption in April 2026 marks a significant milestone in aligning Ukraine’s media governance framework with European Union standards.
The Twinning Project continues to support Ukraine in modernising its media governance system through sustained cooperation, training, and institutional exchange among European regulatory authorities.
