Adriana Mutu participated as a mission expert in the EU Twinning Project with the National Council of Ukraine on Television and Radio Broadcasting, hosted by the Italian Communications Authority (Agcom) between October 14, 15, and 17, 2025.
During the meetings, Adriana contributed her expertise on the regulation of vloggers and influencers within the European Union. She presented an in-depth overview of the comprehensive legal framework governing digital content creators, highlighting the recurring challenges faced by regulators in interpreting and applying these evolving rules. Her presentation and discussions focused on the classification of vloggers under EU law, the applicability of existing directives and legal instruments, and how various Member States are approaching the regulation of online content creators. The dialogue also explored comparable frameworks in partner countries, aiming to share practical insights and best practices.

These efforts are part of the broader goal of strengthening Ukraine’s media governance and supporting its alignment with EU audiovisual standards.
The Twinning Project “Reforming Audiovisual Media Regulation in Ukraine in Line with EU Standards and International Best Practices” is funded by the European Union and represents a significant step towards Ukraine’s integration into the European media landscape. It is jointly implemented by a consortium of EU National Regulatory Authorities (NRAs), with Italy as the Lead Member State, and France, Greece, and Germany as Junior Member States. The project has a budget of €1.5 million and a duration of 18 months.
