Adriana Mutu, founding member of MEDEA and expert with a longstanding collaboration with the Italian Communications Regulatory Authority (AGCOM), played a pivotal role as a mission expert at the event organized by AGCOM from April 8–10, 2025. This gathering was part of the European Commission-funded Twinning Project “Reforming Audiovisual Media Regulation in Ukraine in Line with EU Standards and International Best Practices.”

Over the course of the event, Adriana delivered two presentations aimed at supporting Ukraine’s media regulator in aligning its frameworks with European norms. Her first presentation examined the legal underpinnings of the public broadcasting sector in Europe, offering a detailed overview of European values and standards governing public service media. In her second presentation, she addressed the legal frameworks that ensure democratic elections across Europe, grounded in international conventions, best practices, and treaty obligations.

The Twinning Project seeks to modernize and align Ukraine’s audiovisual media regulatory system with European Union standards, fostering a transparent, independent, and democratic media environment. Implemented by the National Council of Television and Radio Broadcasting of Ukraine, with the support of the EU Delegation in Ukraine, the initiative benefits from the expertise of several European media regulators: AGCOM (Italy), ARCOM (France), DLM (a coalition of German regulators including Die Medienstalten and the Media Authority of North Rhine-Westphalia), and NCRTV (Greece).

Spanning 18 months, this international cooperation is designed to build a regulatory framework in Ukraine that upholds freedom of expression, equality, and media independence in accordance with European principles.
