DESCRIPTION:The Centre for Competition Policy (CCP) will host this week’s Research Seminar featuring Adriana Mutu\, who will present “Regulating Social Media and Elections in the European Union: Legal Frameworks\, Platform Governance\, and Electoral Integrity” \nThe seminar is open to the public and can be attended live by anyone interested. \nRegister here: https://lnkd.in/eKs7k-f8 \nThe presentation offers a structured assessment of how European Union Member States regulate social media platforms during electoral periods to mitigate risks related to electoral manipulation\, disinformation\, and Foreign Information Manipulation and Interference (FIMI). It maps the interaction between key EU instruments—including the GDPR\, Digital Services Act (DSA)\, Digital Markets Act (DMA)\, Audiovisual Media Services Directive (AVMSD)\, e-Privacy Directive\, Regulation on the Transparency and Targeting of Political Advertising (TTPA)\, and the Artificial Intelligence Act (AIA)—and national regulatory approaches. \nThe seminar will also discuss the case of the annulled presidential elections in Romania (December 2024)\, invalidated by the Constitutional Court of Romania following evidence of foreign interference and algorithmic manipulation via social media networks. This case triggered the first major DSA infringement proceedings against TikTok\, providing a critical test for EU platform governance and electoral integrity. \nThe Centre for Competition Policy (CCP) \nBased at the University of East Anglia\, the Centre for Competition Policy is the UK’s world-leading inter-disciplinary centre focused on competition\, regulation and consumer policy. \nThe Centre is supported by the School of Economics\, UEA Law School\, Norwich Business School and the School of Politics\, Philosophy\, Language and Communication Studies \nThe Centre has close links with\, but is independent of\, a wide range of regulatory authorities\, government bodies and private sector practitioners. DESCRIPTION:From 11 to 13 February 2026\, the University of Pretoria’s Future Africa Campus will host the International Conference on Digital Platform Governance 2026\, a major global gathering focused on shaping the future of digital governance and online information integrity. \nThe event builds on UNESCO’s ongoing Internet for Trust initiative and follows the first edition held in Dubrovnik\, Croatia\, in 2024. This second installment will bring together an extensive mix of participants: media and communication regulators\, government representatives\, electoral bodies\, digital platforms\, civil society groups\, academics\, and international organizations. \nCo-hosted by the Information\, Communication\, Technologies and Media Regulators Forum of South Africa and the Coalition of Organisations for the Promotion of the Digital Public Space (through the Social Media 4 Peace project)\, the conference is organized with support from UNESCO\, the African Communication Regulation Authorities Network (ACRAN)\, the Francophone Network of Media Regulators (REFRAM)\, the I4T Knowledge Network\, and the European Union. \nAcross public plenaries and side events\, participants will explore regional experiences\, thematic challenges\, and collaborative approaches to ensure human rights–based governance of the digital environment. DESCRIPTION:The phenomenon of disinformation is not foreign to the Mediterranean region. Local and foreign actors alike make use of diverse communication environments to disseminate content and narratives aimed at shaping public opinion and undermining free access to information. Increasing regulatory pressure through laws such as the Digital Services Act While the use of automated content moderation is essential for addressing crimes such as child exploitation and non-consensual explicit material involving adults\, applying AI to more complex and context-dependent areas like hate speech presents significant challenges. Specifically\, while these systems aim to enhance online safety\, they introduce significant legal\, ethical and technical challenges that require urgent attention. In such a sphere\, the growing reliance on AI in content moderation raises critical questions about its impact on human rights and freedoms\, particularly the right to freedom of expression\, privacy and the prohibition of discrimination. \nA key concern is the freedom of expression and non-discrimination\, as AI-driven moderation\, especially for hate speech\, often lacks the ability to grasp linguistic nuance\, cultural context and intent. This can lead to over-removal\, censorship\, and the disproportionate silencing of marginalised voices. Moreover\, biased datasets and insufficient training data contribute to discriminatory enforcement\, disproportionately affecting minority communities and raising serious concerns about violations of free speech. AI-driven content moderation also presents privacy risks\, requiring large-scale data collection that may infringe on users’ rights under laws like the General Data Protection Regulation. Additionally\, as private corporations play an increasing role in governing public discourse\, accountability gaps emerge in terms of transparency safeguards\, due process and redress for wrongful content removals. \nIn addition to this\, social media platforms and other intermediaries are also increasingly offering AI systems to users to facilitate and enhance content creation and improve impact and reach. These new features may trigger new legal debates and complexities around content moderation\, reponsabilities and liability\, as well as regarding the modalities of exercise of the right to freedom of expression and subjects/entities protected. \nIn light of the above\, this themed issue seeks to explore the intricate relationship between AI-driven content moderation and human rights\, with a particular emphasis on freedom of expression\, privacy\, and non-discrimination. By bringing together experts in fields such as law\, philosophy\, technology\, policy\, linguistics and ethics\, this themed issue will foster an informed debate on responsible AI governance in content moderation. Contributors will be expected to present original and relevant research that critically analyzes existing legal frameworks and proposes solutions to mitigate AI bias\, improve algorithmic accountability\, and strike a balance between combating harmful content and upholding fundamental rights. The organizers of the 10th European Communication Conference invite submission of proposals for up to 10 pre-conferences.\n\n \n\nThe organisers call for proposals that contribute to rethinking communication and social (dis)order from the different perspectives of ECREA sections\, networks and working groups. Proposals for individual papers\, panels and roundtables can be submitted to all ECREA sections\, temporary working groups and networks via the ECREA ECC 2024 submission platform until 11 January 2024.\n\n \n\nThe conference will support independent pre-conferences. The call for pre-conferences has now been published. While the speed and scope of contemporary communicative developments and social disruptions can easily generate an impression of unprecedented changes\, felt either as a breakdown of the “old” order or the creation of a “new” one\, this sensation is by no means exclusive to the present moment.\n\n \n\nProposals for individual papers\, panels\, and roundtables can be submitted to one of ECREA Sections\, Temporary Working Groups\, and Networks through the ECC 2024 submission platform until 11 January 2024. DESCRIPTION:The Centre for a Digital Society invites submissions of unpublished papers for its scientific conference focusing on the evolving role of regulation and regulators.\nIn the rapidly evolving digital age\, the increasing economic\, social\, political\, and cultural influence of digital players has prompted the European Union to propose and adopt a series of far-reaching Regulations. These include the Digital Market Act\, the Digital Services Act\, the Data Governance Act\, the Data Act\, the AI Act\, the Regulation on Standard Essential Patents\, and the European Media Freedom Act. \nThe implementation and enforcement of this emerging EU regulatory framework will bring forth new challenges for Member States\, leading to the creation of new regulatory bodies and expansion of existing ones. This transformation will likely lead to an increase in multi-task agencies and foster coordination between different regulators at both the national and EU levels. \nCall for papers\nIn light of these developments\, this scientific conference aims to stimulate an in-depth discussion of academic papers analysing the evolving role of regulation and regulators in the digital age. Hosted by Al-Akhawayn University in Ifrane (AUI)\, the conference aims to bring together academics\, senior and early career researchers\, and professionals in all areas of media management\, new media\, economics\, corporate communication and related fields. IMMAA strives to be a truly international association and encourages participation from all countries in English\, Arabic\, and French (official and spoken languages of the host country). \nThe 2023 IMMAA conference theme is Media Transformation: A Road map for the future. The empirical papers should include the research objective and a summary of the conceptual framework\, methodological approach\, findings\, discussion\, and limitations.Submissions of panel proposals should include a 300-word purpose of the panel\, abstracts of 300 words for each presentation\, and a 100-word short bio of each panelist and the panel organizer/chair. \nAll submissions will be subject to a double peer-review process. SUMMARY:Workshop Israel Twinning Project – 29 November 2022
DESCRIPTION:The EU Digital Markets Regulation workshop took place on 29 November at the Sheraton Hotel in Tel Aviv\, with the aim of explaining to Israeli institutions the role of the DSA and DMA as cross-cutting regulations of online platforms and highlighting the interaction of these horizontal pieces of legislation with vertical sectoral content regulation (mainly EMFA\, but also AVMS and the Copyright Directive). Representatives of European regulators shared their views with representatives of platforms (Google and Meta) and a newly established think tank\, MEDEA (Mediterranean Europe and Africa). \nSally Broughton Micova and Augusto Preta were representing MEDEA at the conference.
