DESCRIPTION:The Centre for Competition Policy (CCP) will host this week’s Research Seminar featuring Adriana Mutu\, who will present “Regulating Social Media and Elections in the European Union: Legal Frameworks\, Platform Governance\, and Electoral Integrity” \nThe seminar is open to the public and can be attended live by anyone interested. \nRegister here: https://lnkd.in/eKs7k-f8 \nThe presentation offers a structured assessment of how European Union Member States regulate social media platforms during electoral periods to mitigate risks related to electoral manipulation\, disinformation\, and Foreign Information Manipulation and Interference (FIMI). It maps the interaction between key EU instruments—including the GDPR\, Digital Services Act (DSA)\, Digital Markets Act (DMA)\, Audiovisual Media Services Directive (AVMSD)\, e-Privacy Directive\, Regulation on the Transparency and Targeting of Political Advertising (TTPA)\, and the Artificial Intelligence Act (AIA)—and national regulatory approaches. \nThe seminar will also discuss the case of the annulled presidential elections in Romania (December 2024)\, invalidated by the Constitutional Court of Romania following evidence of foreign interference and algorithmic manipulation via social media networks. DESCRIPTION:The 5th Study Visit of the EU–Ukraine Twinning Project takes place in Rome at AGCOM (Autorità per le Garanzie nelle Comunicazioni) Headquarters\, focusing on audiovisual and digital media regulation\, electoral integrity in the digital era\, and the regulation of online content creators. \nAdriana Mutu plays an active role throughout the Study Visit\, contributing to expert discussions and working sessions\, and supporting the exchange of regulatory practices between EU and Ukrainian partners. \nDay 1 – Steering Committee Meeting \n15 April | AGCOM Headquarters \nThe Study Visit will open at AGCOM Headquarters with the 5th Steering Committee meeting\, bringing together project partners and representatives of the participating institutions. The meeting will offer an opportunity to present an overview of the results achieved so far\, review the outcomes of previous missions\, discuss priorities for the remaining implementation period \nDay 2 – How to Handle Elections in the Digital Era \n16 April | AGCOM Headquarters \nThe second day will focus on media regulation during electoral periods\, with particular attention to the impact of online platforms and disinformation on democratic processes. \nHigh-level opening remarks will be delivered by the Chair of AGCOM Giacomo Lasorella  and the BCPL Yevhen Perelygin   who will share reflections on the progress of the Twinning project and on the importance of regulatory cooperation in safeguarding electoral integrity. \nA dedicated comparative panel will examine electoral regulation experiences in several European countries\, allowing participants to exchange best practices and identify common challenges. \nFurther discussions will focus on the protection of minors\, including an overview of the European Commission’s age verification app\, and will highlight regulatory responses aimed at protecting vulnerable audiences in the digital environment. \nDay 3 – Regulation of Vloggers and Adoption of Guidelines \n17 April | AGCOM Headquarters \nThe final day will be devoted to the increasingly significant issue of vloggers’ regulation in Europe. Discussions will examine the growing influence of content creators on the audiovisual market and on democratic discourse\, combining academic perspectives with regulatory experiences from EU Member States and Ukraine. \nKey sessions will include an analysis of the impact of vloggers on media markets and democratic processes\, a comparative exchange of regulatory practices across Europe and Ukraine\, and the presentation of the final draft Guidelines on Vloggers’ Regulation prepared for the Ukrainian National Council. \nParticular prominence will be given to these Guidelines\, which will represent a major deliverable of the Twinning project and a significant milestone in supporting the development of a clear and forward-looking regulatory framework in Ukraine. Increasing regulatory pressure through laws such as the Digital Services Act While the use of automated content moderation is essential for addressing crimes such as child exploitation and non-consensual explicit material involving adults\, applying AI to more complex and context-dependent areas like hate speech presents significant challenges. Specifically\, while these systems aim to enhance online safety\, they introduce significant legal\, ethical and technical challenges that require urgent attention. In such a sphere\, the growing reliance on AI in content moderation raises critical questions about its impact on human rights and freedoms\, particularly the right to freedom of expression\, privacy and the prohibition of discrimination. \nA key concern is the freedom of expression and non-discrimination\, as AI-driven moderation\, especially for hate speech\, often lacks the ability to grasp linguistic nuance\, cultural context and intent. This can lead to over-removal\, censorship\, and the disproportionate silencing of marginalised voices. Moreover\, biased datasets and insufficient training data contribute to discriminatory enforcement\, disproportionately affecting minority communities and raising serious concerns about violations of free speech. AI-driven content moderation also presents privacy risks\, requiring large-scale data collection that may infringe on users’ rights under laws like the General Data Protection Regulation. Additionally\, as private corporations play an increasing role in governing public discourse\, accountability gaps emerge in terms of transparency safeguards\, due process and redress for wrongful content removals. \nIn addition to this\, social media platforms and other intermediaries are also increasingly offering AI systems to users to facilitate and enhance content creation and improve impact and reach. These new features may trigger new legal debates and complexities around content moderation\, reponsabilities and liability\, as well as regarding the modalities of exercise of the right to freedom of expression and subjects/entities protected. \nIn light of the above\, this themed issue seeks to explore the intricate relationship between AI-driven content moderation and human rights\, with a particular emphasis on freedom of expression\, privacy\, and non-discrimination. By bringing together experts in fields such as law\, philosophy\, technology\, policy\, linguistics and ethics\, this themed issue will foster an informed debate on responsible AI governance in content moderation. Contributors will be expected to present original and relevant research that critically analyzes existing legal frameworks and proposes solutions to mitigate AI bias\, improve algorithmic accountability\, and strike a balance between combating harmful content and upholding fundamental rights. DESCRIPTION:The 10th ECREA ECC will be organised by the Faculty of Social Sciences of the University of Ljubljana (UL FDV) and the Slovene Communication Association\, from 23 to 27 September 2024 in Ljubljana\, Slovenia\, under the title ‘Communication & social (dis)order‘. The organizers of the 10th European Communication Conference invite submission of proposals for up to 10 pre-conferences.\n\n \n\nThe organisers call for proposals that contribute to rethinking communication and social (dis)order from the different perspectives of ECREA sections\, networks and working groups. Proposals for individual papers\, panels and roundtables can be submitted to all ECREA sections\, temporary working groups and networks via the ECREA ECC 2024 submission platform until 11 January 2024.\n\n \n\nThe conference will support independent pre-conferences. The call for pre-conferences has now been published. This transformation will likely lead to an increase in multi-task agencies and foster coordination between different regulators at both the national and EU levels. \nCall for papers\nIn light of these developments\, this scientific conference aims to stimulate an in-depth discussion of academic papers analysing the evolving role of regulation and regulators in the digital age. We suggest three P axes: \nPurpose: Why and What do media need to transform?\nPeople: How prepared are media institutions and media managers for the transformation?\nProcesses: How should the media proceed with the change? \nWe also welcome topics that engage with the following topics but are not limited to: \n\nBusiness models for media and digital media\nMonetization strategies for content\nAudience engagement and measurement\nSocial media and its impact on traditional media\nThe use of artificial intelligence and machine learning in media management\nThe role of data and analytics in media decision-making\nMedia regulation in the digital age\nThe future of media and entertainment industries\nInnovation\, media entrepreneurship\, and start-ups\nResearch and renewed methodological approaches to study and teach media management\n\nSubmissions of extended abstracts should be at most seven pages or 2000 words (double space\, font 12). The empirical papers should include the research objective and a summary of the conceptual framework\, methodological approach\, findings\, discussion\, and limitations.Submissions of panel proposals should include a 300-word purpose of the panel\, abstracts of 300 words for each presentation\, and a 100-word short bio of each panelist and the panel organizer/chair. \nAll submissions will be subject to a double peer-review process. The best conference papers will be invited to publish their research in the Journal of Creative Industries and Cultural Studies (editors Terry Flew and Paulo Faustino). \nAll submissions should be sent to conference@immaa.org. SUMMARY:IIC Italy Chapter Event – Telecommunications in the Digital Transformation / Market and Regulatory Challenges
DESCRIPTION:The workshop\, held on 3 March in Rome\, was an event to commemorate Franco Morganti. \n \nThe conference dealt with the topic of the future of telecommunications in the digital context\, and saw the participation and intervention of leading personalities in the sector at national and European level\, including Roberto Viola; General Director of DG Connect\, Minister Adolfo Urso\, representatives of the Italian Government\, National Regulatory Authorities (NRA’s) and senior national representatives from leading telecommunications companies. \nSpeakers focused on market and regulatory challenges\, dealing in particular with the issue of net neutrality.
